Site Plan Approval Changes in Ontario 2026: Faster Approvals for Small Residential Projects
Ontario has introduced significant changes to the development approval process to accelerate housing construction and reduce costs for smaller projects.
Residential Projects with Up to 10 Units
Residential developments containing up to 10 units are generally exempt from Site Plan Approval.
If zoning relief is required, such as reduced setbacks, increased height, or additional dwelling units, the project may first need approval from the Committee of Adjustment.
Once planning approvals are in place, these projects can often proceed directly to the building permit stage.
Benefits to Developers
This streamlined process can result in:
Faster approvals
Lower consultant and legal costs
No Site Plan Agreement
Reduced municipal review timelines
Technical Requirements Still Apply
Even when Site Plan Approval is not required, municipalities may still require:
Grading and drainage plans
Stormwater management
Servicing design
Conservation authority permits
Building permit drawings
Larger Developments
Projects with more than 10 units, or more complex developments, typically still require full Site Plan Approval and supporting engineering studies such as Functional Servicing Reports and Stormwater Management Reports.
