To start an FSR, the engineer needs a dependable picture of the existing site, the proposed development and the municipal systems that may receive its demands. A current site concept, topographic survey, development statistics and available servicing records are the core inputs.

Site and development information

Useful starting material includes the legal and topographic survey, property limits, easements, existing buildings, surface features, visible utilities, grades and known connection locations. The proposed site plan should show buildings, parking, roads, fire routes, landscaped areas and major outdoor facilities.

The engineer also needs unit counts or floor areas, intended uses, building heights, occupancy assumptions and any special water demands or wastewater sources. For parks, identify washrooms, fountains, irrigation, splash pads, dog off-leash areas, maintenance taps and wash-down operations. Rainfall runoff and operational wash water are not automatically handled by the same system.

Records and criteria

Municipal record drawings, sewer and watermain data, hydrant-flow information, existing studies, pre-consultation notes and applicable design standards help establish the review basis. Geotechnical or hydrogeological information may be necessary where infiltration or groundwater affects the concept.
